About the Framework
The Regional Housing Framework is an initiative of the Partnership for Housing Affordability (PHA) to create a three-year, solutions-oriented action plan for increasing housing affordability in the Richmond region, including Chesterfield, Richmond, Henrico, and Hanover.

The Need
The housing challenges confronting metropolitan Richmond are varied and complex, ranging from homelessness to affordable home ownership. PHA is taking the lead in the creation of a regional housing framework that will encourage consistent focus and collaboration in addressing the region’s shared housing challenges.
PHA is currently working with leadership from Richmond, Chesterfield, Henrico and Hanover, community members, and representatives from the business and philanthropic communities to create a regional housing framework that outlines the region’s overarching demographics, challenges, and opportunities.
