Beginning in 2014, deteriorating conditions at a mobile home park in the City of Richmond attracted the attention of affordable housing providers and advocates. In the months that followed, these stakeholders organized to help find families at risk of losing their homes in that community as well as to explore the viability of mobile home parks as an important component of the spectrum on affordable housing options for lower-income households in the region.
